Multi-annual financial framework: Negotiations are deadlocked

Negotiations on the mid-term review of the multi-annual EU budget are at a standstill. Commissioner Hahn is demanding a proposal from the Spanish Council Presidency as a basis for negotiations for the summit in December. Time is running out because Parliament still has to give its approval before the elections.
