Research will be directed from the top

Among the key outcomes of the "Two Sessions" of the National People's Congress is the reorganization of China's research and development strategy. Among other things, this reform states that the Ministry of Science and Technology (MOST) will focus only on projects and functions which embody "the state will", for instance, managing major national sci-tech projects and formulating China's technology development strategy
