South China Sea: How Japan and the Philippines move closer together

China is taking an increasingly tough stance towards its neighbors. Especially in the South China Sea. In response, Japan and the Philippines have signed an agreement on closer military cooperation. Troops are to be sent to each other for joint military exercises.
