Hukou relaxation to attract workers to medium-sized cities

Relaxations of the household registration system (hukou) have been announced repeatedly, yet without significant subsequent changes. However, Beijing has now taken steps to gradually facilitate freedom of movement. This is also intended to boost China's struggling economy.
