Reforms: Rural areas to be revitalized

China wants to make the revitalization of rural regions its primary task. In a paper entitled "Document No. 1", Beijing also calls for agricultural reform to "prevent a slide or relapse into poverty." The paper is regarded as a political guideline for urgent measures in rural areas.
